Barcelona mayor Jaume Collboni on Wednesday said that if possible he "would prohibit" British, American and other foreigners from outside of the EU from buying second homes in the Catalan capital.

The problem is not only non-EU citizens, but more so EU citizens. Javea is no longer Spanish, for example. The Dutch, British and Germans have multiple homes as their money goes farther here. Combined with corporations that buy multiple houses and leave them un-occupied, prices have gone through the roof and locals are driven out. Even some restaurants have no Spanish workers and are owned entirely by EU foreigners. Many foreigners, using advertising techniques from their own countries, along with word-or-mouth, repeat clients, friends and family, can rent out their flats illegally for short periods. This allows them to pay the yearly expenses in two or three months.
