What happens when a non-EU national residing in Spain has travel plans but their TIE card has expired already, is due to expire while they're out of the country or expires soon after returning? What steps should they take in each scenario?

It’s hard enough to get an appointment for the TIE let alone another form to travel when your card has expired. I don’t understand why they are refusing renewals unless it’s already expired when the law does not provide for this. I am also surprised the non-EU embassies haven’t complained.
