Unfortunately the DGT not only looks at the year of registration, but also if it has been specified on the car / motorbike papers. But the problem is, that these environmental tests were not done before 2005. So even when you have a 2002 registered vehicle and it is not specified on the car / motorbike papers, you can not get an environmental sticker.
