The man identified as Ismail Abdelatif Al-Lal was arrested at his home "following a European arrest warrant" delivered by Spain, which accuses him of "participation in a criminal organisation and terrorism," said Wenke Roggen, a spokesman for the Belgian federal prosecutor.

Spanish authorities suspect Al-Lal of being one of the leaders of a "dangerous jihadist cell" recently dismantled in the Spanish exclave of Ceuta, which borders northern Morocco, Spain's interior ministry said Thursday.

His arrest followed the capture on September 16 of the suspected leader of the Ceuta cell, which is accused of sending about 50 militants to Syria, some of whom carried out suicide attacks, the Spanish government said.
